Update on Reopening

Updated Ready Schools, Safe Learners Guidance:

Over the last several weeks, announcements have been made, both statewide and locally, suggesting hope for our students, especially at the elementary level, to return to school as early as mid-February.  As superintendent, that remains my highest priority.  We have been operating under the rules of Comprehensive Distance learning since the beginning of the school year.  During that time, the Pendleton School District has attempted to provide as many students with on-site opportunities as allowed under the requirements of the Ready Schools, Safe Learners guidance requirements and executive orders from the Governor.  I do not believe there is much disagreement that our children need to be in school.  Our goal has and will continue to be “the return of all students back to school in a strategic manner that ensures students and staff health and safety.

Since the release of the new metrics by ODE one week ago, we have been reviewing the updated guidance. Included in the new guidance are revised health metrics for county rates https://www.oregon.gov/ode/students-and-family/healthsafety/Documents/Following%20the%20Metrics%20Visual.pdf

County rates and test positivity rates have been part of the metrics since the onset of this school year.

The first of two data sources Districts are required to use for these decisions are the Oregon Health Authority’s Risk Level Metrics: Schools and Counties, which can be found here, https://www.oregon.gov/oha/covid19/Documents/DataReports/Weekly-County-Metrics.pdf.  Although numbers in this report include prison cases, once a county gets close to the metrics targets, we can request prison numbers to be removed for a more accurate picture.  To date, our county rates have been such that this did not provide any benefit to us.

The second data source that was introduced last week is our local zip code case rates.  Umatilla County Health has generated this data for area schools, http://new.umatillacounty.net/departments/health/school-metrics.  If you use the drop-down menu, you can find data for all the school districts in the area that 1) provides each district’s two-week rates and 2) their current recommended level of operation in relation to reopening.

For the most recent two-week period, the Pendleton zip code data indicated our case rate/100,000 people was just below 500, which keeps us in Comprehensive Distance Learning.  I know this is disheartening for all of us, as we were hoping this might be our pathway to reopening sooner.

Pendleton School District Plan:

Although we have had reopening plans in place since July 2020, we have not publicly promoted them due to our case rates in relation to the health metrics.  Below is the outline, in the sequential steps, that the Pendleton School District will implement.  There are no dates provided at this time as our case rates far exceed both metrics described above.  When our county or zip code rate drops below 350/100,000 for the most recent two-week period, we will initiate this plan.  (All steps listed below are in two-week increments):

Step 1 – Announce the date for K-2 returning for ½-day in-person instruction and ½-day comprehensive distance learning.  This is known as the Hybrid model, which is required prior to bringing all students back all day.  This two-week period allows parents to make necessary arrangements, each school to prepare for those who will be returning, as well as make accommodations for those families choosing to remain in distance learning.

Step 2 – K-2 students begin the Hybrid model during this two-week period.  Grades 3-12 would remain in distance learning.  If numbers continue to drop during this period, we may announce returning grades 3-5 for Hybrid in Step 3. 

Step 3 – Should the numbers continue to drop and we can demonstrate the ability to minimize virus exposure, Grades 3-5 would begin Hybrid for this step.  Remember, Hybrid for elementary grades is ½ days on-site and ½ days distance learning.  Grades 6-12 would remain in distance learning.

Once our county or zip code rates drop below 200/100,000 cases, we would be able to move to Step 4; if not, we would remain in Step 3.

Step 4 – K-5 students return to on-site (all students, all day, and every day).  Grades 6-12 would announce the Hybrid plan.

Step 5 – K-5 students continue on-site learning, Grades 6-12 move to Hybrid plan.

Once county or zip code rates drop below 50/100,000 cases, we will move to Step 6.

Step 6 – All grades will be on-site (all students, all day, and every day).

Conclusion:

The new Ready Schools, Safe Learners document contains over 160 requirements for schools as they begin conversations and implementing reopening plans.  Health metrics are critical to guide our decisions that ensure students and staff will be safe upon their return to our buildings.

Again we intend to implement our plan once either of our health metrics reaches the 350/100,000 level.  Until then, we will continue to provide the very best for our students in CDL.

I will conclude where I started.  This has been a frustrating and challenging journey for all of us.  We will continue to work on engaging our students to the greatest extent possible under the metrics and associated requirements at the time.  Thank you to all of our students and parents for your perseverance and collaboration with our schools and staff.

Durante las últimas semanas, se han hecho anuncios, tanto a nivel estatal como local, lo que sugiere la esperanza de que nuestros estudiantes, especialmente en el nivel de primaria, regresen a la escuela a mediados de febrero. Como superintendente, esa sigue siendo mi máxima prioridad. Hemos estado operando bajo las reglas del Aprendizaje Integral a Distancia desde el inicio del año escolar. Durante ese tiempo, el Distrito Escolar de Pendleton ha intentado brindar oportunidades en el sitio a tantos estudiantes como lo permitan los requisitos de Escuelas preparadas, los requisitos de orientación de aprendices seguros y las órdenes ejecutivas de la Gobernadora. No creo que haya mucho desacuerdo en que nuestros hijos necesitan estar en la escuela. Nuestro objetivo ha sido y seguirá siendo “el regreso de todos los estudiantes a la escuela de una manera estratégica que garantice la salud y seguridad de los estudiantes y del personal.

Desde el lanzamiento de las nuevas métricas por ODE hace una semana, hemos estado revisando la guía actualizada.
