Superintendent Message – October 29, 2020

Parent Survey:

Recently I asked parents for your perspectives on Comprehensive Distance Learning (CDL) and reopening schools when the conditions allow.  I think it is important to first remind everyone that the Pendleton School District nor our staff determined the current rules and requirements for CDL.  By executive order, the Governor has closed schools to students and has directed the Oregon Department of Education and the Oregon Health Authority to generate the conditions and requirements for reopening schools.  This guidance is predicated on each County’s current and most recent COVID-19 cases.  Due to Umatilla County case counts, like most counties in the state, the only option available to PSD is Comprehensive Distance Learning which allows for a small percentage of students in our buildings at any given time for specific reasons.  (please see my September 25 message that further explains)

For those of you who completed the survey, thank you for taking the time to complete and share your perspectives.  The responses are being used for multiple purposes including, 1) to assess where we may be able to improve, 2) data to advocate for reopening schools, and 3) parent preference for considerations once we reopen.  Please remember when allowed to reopen, it will be a process over a number of weeks before we are serving every student, every day on site.  (please see current PSD Reopening Plan 4.0)

However frustrating CDL may be, I am not surprised that over half of our parents responded with some level of dissatisfaction with CDL.  This should not be taken as an indictment against the collective efforts of our staff, our students, or our families.  If this were a good means to educate all students we would have been doing this long ago.   When I asked for the main reasons for your dissatisfaction, 3 out of 4 of you indicated that your child learns best in person.  The next most frequently identify reasons in rank order included, 1) computer/internet issues, 2) there is too much time on the computer, 3) my child has to work without the supervision of an adult and 4) you are unable to help your student with their work.  Finally, almost 91% of you agreed with the following statement; “I need my child in school for their education, social and emotional well-being and the well-being of our family”.

Our staff will continue to mitigate the many limitations of distance learning while providing the best educational opportunity for your children.  We will also continue to work with local and state officials to reconsider the metrics and conditions by which school districts can transition students back into our buildings safely.

COVID

The virus continues to persist at the same rate for the last several weeks.  For the last four weeks, our numbers have been 91/75, 88/54, 79/50, and 116/79.  The first number listed in each pairing is an all-inclusive weekly total and the second is with prison numbers taken out.  During Comprehensive Distance Learning our numbers need to be less than 30 per week for three weeks in order to provide in-person options for students K-3.  The current metrics require the number to be less than 10 per week for three weeks in order to consider returning all students K-12 to buildings.

Comprehensive Distance Learning:

Some of you are hearing that some districts are reopening and that is true, in a sense.  Below is some information that will either help you understand the complexities of the rules that we are currently operating under or make you more frustrated.  I’ll say again, these are the rules that have been established by the Oregon Department of Education.  The bottom line is that things can and will look different from district to district because of the specific rules and exceptions that are highlighted below.

    1. Operational Blueprints:  All districts during the state of emergency are required to have an Operational Blueprint on file at ODE, which was due by August 15th.  That can be found on our district website.  There are eight sections to the operational blueprint, the first three sections remain relatively constant whether we are in CDL (including CDL exceptions), Hybrid or initial return to In-person.
    2. Ready Schools, Safe Learners (RSSL):  This is the main guidance document that has evolved and changed beginning in June and thru September.  Over the summer, meetings were conducted by ODE for central office personnel on the interpretation and implementation of the required and recommended components.  It was my understanding that the following organizations were among those who had input into the document and subsequent supplemental documents; OSBA, COSA, OEA, OSEA, SEIU, and the DOJ as well as some parent and student advocacy groups.
    3. Supplements to RSSL:  In addition to RSSL, ODE has created supplemental documents that include specifics for a number of the components of RSSL.
    4. Comprehensive Distance Learning:  As I have previously shared, based on the metrics that were eventually implemented by September, we, like most districts in the state, were only allowed to begin under Comprehensive Distance Learning.  The simplest definition of CDL is that all students learn remotely.  However, on or about September 8th, districts across the state were notified of exceptions to CDL.  Exceptions to the rules are positive for those that receive benefit from the exception.  However, it is critical for everyone to understand, once exceptions are introduced, scenarios from district to district will begin to look different.  For those whose exceptions don’t apply, it leads people to feel slighted, angry, suspicious, or worse.  Here are the exceptions that are now in play under CDL:

Provide In-Person Instruction to K-3 (Statewide):  If any county in the state gets to less than 30 cases per week for three weeks, they can implement this exception. We can’t, see numbers above.

Provide Limited In-Person Instruction (Statewide):  Any school can operate under this exception if the staff and students who will be participating have been COVID-free for 14 days prior to startup.  Most of this determination is between the local district and the local public health authority, UCoH in our case.  We have been doing LII for a number of weeks.

School-wide remote or rural schools in counties with populations over 30,000:  This exception applies to Umatilla County and any districts that meet the remote and rural definition.  The Pendleton School District does not meet the remote or rural definition.  However, all of the school districts that share a boundary with the Pendleton School District do meet that remote, rural definition including Pilot Rock, Echo, Stanfield, Helix, Athena-Weston, Elgin, and Ukiah.  In other words, this exception is an option for all the districts that surround Pendleton due to their size and rural location.  

School-wide for smaller counties with populations under 30,000:  This exception applies to nearby counties such as Union, Wasco, Hood River, Morrow, Sherman, etc.  These exceptions and conditions do not apply to the Pendleton School District.

School-wide for low-density counties with a population density of less than 6 people per square mile:  This applies to such counties as Morrow, Baker, and Sherman.

School-wide in small public districts:  This exception applies where the entire district is under 75 students.  Nearest districts in this category include Ukiah and Burnt River.

I think I will conclude this review of CDL at this point, but hopefully, it will help you understand that things could look different from district to district in our area, based on the guidance and the exceptions that have been approved.

Encuesta para padres:

Recientemente, les pregunté a los padres sobre sus perspectivas sobre el aprendizaje integral a distancia (CDL) y la reapertura de escuelas cuando las condiciones lo permitan. Creo que es importante recordarles primero a todos que el Distrito Escolar de Pendleton ni nuestro personal determinaron las reglas y requisitos actuales para CDL. Por orden ejecutiva, la Gobernadora cerró las escuelas a los estudiantes y ordenó al Departamento de Educación de Oregón y la Autoridad de Salud de Oregón que generen las condiciones y requisitos para la reapertura de las escuelas. COVID

Durante el aprendizaje a distancia integral, nuestros números deben ser menos de 30 por semana durante tres semanas para brindar opciones en persona para los estudiantes K-3. Las métricas actuales requieren que el número sea menos de 10 por semana durante tres semanas para considerar la devolución de todos los estudiantes de K-12 a los edificios.

Aprendizaje a distancia integral:

Algunos de ustedes están escuchando que algunos distritos están reabriendo y eso es cierto, en cierto sentido. A continuación, encontrará información que le ayudará a comprender las complejidades de las reglas con las que estamos operando actualmente o le hará sentir más frustrado. Lo diré nuevamente, estas son las reglas que han sido establecidas por el Departamento de Educación de Oregon. La conclusión es que las cosas pueden verse y serán diferentes de un distrito a otro debido a las reglas y excepciones específicas que se destacan a continuación.

Brindar instrucción en persona a K-3 (en todo el estado): Si cualquier condado del estado llega a menos de 30 casos por semana durante tres semanas, pueden implementar esta excepción. No podemos, vea los números arriba.

Proporcionar instrucción limitada en persona (en todo el estado): cualquier escuela puede operar bajo esta excepción si el personal y los estudiantes que participarán no han tenido COVID durante 14 días antes del inicio.
